William Foley

   William Foley is a part time employee of Westcott Partners, involved in web development and research. William holds an Associates Degree from Montgomery College. Aside from his part time position with Westcott Partners, William works in the farm market industry, managing the Jones Mill location of Norman's Farm Market. 

   Karen Baehler is Scholar-in-Residence, School of Public Affairs, American University, where she teaches courses on policy analysis, policy process, and project management to Master of Public Policy (MPP) and Master of Public Administration (MPA) students.

   Karen’s research integrates topics and methods from environmental policy, social policy, and public administration. Recent and current projects focus on governance arrangements for drinking water systems and watersheds (New York City, Flint MI, and the Chesapeake Bay); equity outcomes in programs to replace lead water pipes; and options for managing risk when synthetic biology is applied to agriculture. Publications include The Oxford Handbook of Governance and Public Management for Social Policy (Oxford University Press), Improving Public Services (Oxford University Press), Adding Value to Policy Analysis and Advice (University of New South Wales Press), and peer-reviewed articles in the journals Environmental Policy and Governance, Ecology and Society, Perspectives on Public Management and Governance, Social Service Review, Sustainability, and the Journal of Comparative Policy Analysis.

   Prior to joining American University, Karen was a faculty member of Victoria University of Wellington’s School of Government (New Zealand) for ten years, with a simultaneous adjunct appointment in the Australia New Zealand School of Government (Melbourne Australia). In New Zealand she provided advice on outcome-based management and policy logic models to The Treasury, Ministry of Justice, Department of Labour, Tertiary Education Commission, Maori Development Ministry (Te Puni Kokiri), and a cross-departmental team on joint outcomes.

   Karen received her Ph.D. in Policy Sciences from the University of Maryland College Park. She holds a B.A. from St. Olaf College in Minnesota.

​   A senior executive with several decades of experience in health policy development and health systems management at the federal, state, and local levels in the United States and internationally, Jonathan Foley is a founding partner of Westcott Partners  a health care consulting firm. Jon's experience includes:

  • at the Office of Personnel Management (OPM) during the Obama administration (2009-2017) and the Biden Administration (2021-2025), advising the OPM Director and senior leaders on matters relating to the Federal Employees Health Benefits (FEHB) program and the Affordable Care Act;

  • at the New Zealand Ministry of Health, assisting with the development and implementation of the country’s Primary Health Care Strategy;

  • at the Maryland Department of Health and Mental Hygiene, working to expand primary care and community health system capacity for Medicaid and uninsured populations; and,

  • in southwestern West Virginia, managing the development of health programs for rural communities as part of a network of federally-funded community health centers.

   Jon has published research articles and opinion pieces in leading publications such as Health Affairs, Health Policy, the New Zealand Medical Journal, and the Australian Journal of Primary Health. He holds an undergraduate degree from Colgate University and a masters degree in public administration from Syracuse University’s Maxwell School.
